Substance Details
New REACH Candidate List Substances
On 17 January 2023, the European Chemicals Agency added nine new substances to the REACH Candidate List which now contains 233 substances.
To ensure alignment with the IEC62474 screening of these substances, all nine SVHCs will be added to BOMcheck and require supplier declarations.

| Bis(2-ethylhexyl) tetrabromophthalate covering any of the individual isomers and/or combinations thereof | Additive flame retardant and plasticiser in vinyl products such as PVC and neoprene. |

| Melamine | Melamine is a starting material for various polymerization reactions including resins, laminates and coatings. Melamine can also be used in additive flame retardants (such as intumescent coatings) and also in textiles, paper, rubber and inks. |

Updated EU MDR (CMR 1A & 1B) substances
The CMR 1A & 1B substances list in the RCD tool will be updated to include additional substances and the 9 new SVHCs. The entry for CMR 1A & 1B substances in the RCD tool will be set to missing for all suppliers due to the updated list.
French Labelling Requirement
France Decree 2022-748 published on April 29 2022, which relates to the environmental labelling of waste-generating products requires producers to label products containing rare earth minerals and precious metals > 1mg at the product level.
Two entries will be added to the Industry restricted and declarable substances list with a limit of “No intentionally added content” to account for this regulation. BOMcheck will also capture information on the amount (mg) of rare earth minerals/precious metals where the indicated compliance status = no (i.e. parts contain these substances).

Mercury restriction in Canada
Under the Canada Consumer Product Safety Act, restrictions are placed on the following substances:
Lead and lead compounds in childcare products and toys to less than 90 mg/kg (90 ppm or 0.009 % w/w) – This substance is already included in BOMcheck under the Other regulated substances list
Mercury in childcare products and toys to 10 mg/kg (10 ppm or 0.001 % w/w) – This substance will be added as a new entry in BOMcheck under the Other regulated substances list
Per and polyfluoroalkyl substances (PFAS) indicative EPA list
A PFAS list containing 824 substances classed as Per and poly-fluoroalkyl substances will be added to the Industry restricted and declarable list in BOMcheck. The list which has been agreed by SteerCo is an indicative EPA PFAS list.
The entry will have a concentration limit of “No intentionally added content” and Suppliers will be able to indicate compliance to the list of 824 substances.
RoHS exemption amendments
Several RoHS exemptions are expiring on 22nd & 24th February. As such, the BOMcheck v7.0 release date has been aligned with these dates to avoid overburdening suppliers with declaration updates.
Existing declarations claiming these exemptions will be updated with a new compliance status and the exemptions will be updated in the tool so that any suppliers selecting these exemptions will be notified they have expired.
Updating Declarations
IF YOU HAVE CREATED FULL MATERIALS DECLARATIONS (FMDs) ON BOMcheck THEN YOU WILL NOT NEED TO TAKE ANY ACTION. The RCDs which are generated from your FMDs have been updated automatically for these new substances. The Approval Date for these RCDs has been set to 24 February 2023. The Approval Date for your FMD declarations remains the same.
