Regulatory Content

The BOMcheck platform supports a range of regulatory content pertaining to substance compliance in Articles. This regulatory content is presented in the format of supported Declarable Substance Lists (DSLs) otherwise know as Restricted Substance Lists (RSLs), Lists of Declarable Substances (LoDS) and other similar terms.

Primary DSLs

These lists are available to all BOMcheck accounts:

Additional DSLs

These lists are available to the following BOMcheck accounts:

  • In Declaration Tools for all Suppliers (and all mSuite and pSuite users)
  • In Supplier Request and Retrieve Data tools for Professional accounts only
  • Note: any manufacturer who has received a request to declare against Additional DSLs will be able to forward these requests onward (upstream) and will be able to view and use relevant requested declaration data (downstream)

Other Restricted or Declarable Substances

This Declarable Substance List (DSL) is a compilation of substances that are restricted or declarable under multiple regulations from different regions. This bucket-type list includes substances that may not be covered by major regulations like EU ROHS or REACH, but still pose significant concerns.

The following substances and regulations are included in this list:

  • Biocidal Products Regulation (BPR, Regulation (EU) 528/2012)

  • Fight Against Waste and the Circular Economy (AGEC law in France)

  • Chemical Risk Reduction Ordinance (ORRChem)

  • Chemicals Prohibition Ordinance (ChemVerbotsV)

  • California Environmental Protection Agency Air Resources Board (CARB)

  • U.S. Nuclear Regulatory Commission Title 10

POPs & TSCA List Extraction

Please note, substance categories which are applicable to the following lists will be extracted to independent, regulatory aligned lists in BOMcheck Version 8.3 (Feb 2025):

  1. Persistent Organic Pollutants (POPs) Stockholm Convention
  2. Persistent, Bioaccumulative, and Toxic (PBT) Chemicals under TSCA Section 6(h)

New POPs & TSCA Lists

In BOMcheck Version 8.3 (~February 2025) two lists will be MIGRATED from the Primary lists to the Additional lists grouping:

  1. Other Restricted or Declarable Substances
  2. Industry Declarable Substances

At the same time 14 Substance Categories will be EXTRACTED from the Other Restricted or Declarable Substances list to two independent, regulatory aligned lists:

  1. Persistent Organic Pollutants (POPs) Stockholm Convention
  2. Persistent, Bioaccumulative, and Toxic (PBT) Chemicals under TSCA Section 6(h)

  • 1 Substance Category added from "Other_Regulated_Substances" list
  • 1 new Substance Category "Decabromdiphenylether (DecaBDE)" compared to v8.2

XML Lists & Identities

Please refer to the tables below for information on the transition of XML Substance Categories and the assignment of new XML identities. Please note, as these Substance Categories will be moved between lists, all existing supplier declaration data will be maintained and only the new XML structure will need to be accounted for.
