Substance Details
New REACH Candidate List Substances
On 14 June 2023, the European Chemicals Agency added nine new substances to the REACH Candidate List which now contains 235 substances.
To ensure alignment with the IEC62474 screening of these substances, both SVHCs will be added to BOMcheck and require supplier declarations.
Name and CAS number | Example of use(s) |
---|---|
diphenyl(2,4,6-trimethylbenzoyl)phosphine oxide | This substance is as a photo initiator where it can be used in UV-curable coatings such as unsaturated polyesters and resins, printing inks, paints, lacquers, varnishes, and also in UV curable adhesives, sealants, fillers and cosmetic products |
bis(4-chlorophenyl) sulphone | This substance is mainly used as a monomer in the production of polysulfone polymers and also in the production of rubbers and other chemicals. |
EU POPs addition and amendments
One new substance, Hexachlorobenzene (CAS 118-74-1), will be added to the Other Regulated Substances list in BOMcheck. This substance was previously listed in Annex I of the POPs Regulation without an Unintentional Trace Contaminant (UTC) limit value. In order to clarify the legal situation and facilitate enforcement a limit of 10 mg/kg for Hexachlorobenzene was set by the EU Commission for substances, mixtures and articles and this has now been included in BOMcheck.
Per and polyfluoroalkyl substances (PFAS) updates
The following 6 new substances (PFAS Polymers) will be added to the existing PFAS entry in BOMcheck. These substances were compiled from analysis of the existing BOMcheck PFAS list against other existing PFAS lists (e.g. OECD, IEC62474) and also from requests by BOMcheck member companies. The additions are designed to capture some of the most used PFAS polymers that appear in supplied articles.
- Polytetrafluoroethylene (PTFE), expanded PTFE (ePTFE) (Gore-Tex, VIRTEK) (Teflon, Fluon) (CAS: 9002-84-0)
- fluorinated ethylene propylene (FEP) (CAS: 25067-11-2)
- Ethylene tetrafluoroethylene (ETFE) (CAS: 25038-71-5)
- Polyvinylidene fluoride (PVDF) (CAS: 24937-79-9)
- Polychlorotrifluoroethylene (PCTFE) (CAS: 9002-83-9)
- Poly(vinylidene fluoride-co-hexafluoropropylene) (PVDF-HFP) (CAS: 9011-17-0)
Additionally, the RCD questionnaire for PFAS now requires suppliers to provide information on the specific PFAS substances which are included in their parts when indicating that the parts do contain PFAS. This information will be captured by a text input box with a recommended substance CAS number comma separated list format.
RoHS exemption amendments
Several RoHS exemptions are expiring in July. As such, the BOMcheck v7.2 release date has been aligned with these dates to avoid overburdening suppliers with declaration updates.
Existing declarations claiming these exemptions will be updated with a new compliance status and the exemptions will be updated in the tool so that any suppliers selecting these exemptions will be notified they have expired.
Updating Declarations
Further communications and guidance will be sent to all BOMcheck users ahead of the v7.2 update detailing the launch date and explaining how users can update their Regulatory Compliance Declarations (RCDs) for these new substances.
After the release of v7.2 the BOMcheck team will publish a guidance webinar giving step-by-step instructions on how users can update RCDs in BOMcheck.
