New REACH Candidate List Substances

On 19 January 2021 the European Chemicals Agency added two new substances to the REACH Candidate List (http://echa.europa.eu/web/guest/candidate-list-table). Both of these REACH Candidate List substances can be found in concentrations > 0.1% w/w in articles and materials used in mechanical products or electrical products:

Dioctyltin dilaurate, stannane, dioctyl-, bis(coco acyloxy) derivs., and any other stannane, dioctyl-, bis(fatty acyloxy) derivs. wherein C12 is the predominant carbon number of the fatty acyloxy moietyYes - Dioctyltin dilaurate has similar properties to other dioctytin (DOT) compounds and can be added to PVC plastic to make it more stable to heating and to protect against degradation from sunlight. Dioctyltin dilaurate can also be used as a catalyst for the production of plastics including polyurethanes and certain silicones, and for room temperature vulcanisation (RTV) silicone rubber systems.
Bis(2-(2-methoxyethoxy)ethyl)etherYes - Bis(2-(2-methoxyethoxy)ethyl)ether, also known as tetraglyme, may be used as a solvent in battery electrolytes for sealed lithium ion batteries.

New REACH restriction on Bisphenol A in thermal paper

European Commission Regulation (EU) 2016/2235 was published on 12 December 2016 and added a new substance restriction entry 66 into Annex XVII of the REACH Regulation. From 2 January 2020, the maximum concentration of Bisphenol A in thermal paper is restricted to less than 0.02% Bisphenol A by weight (200 ppm) in thermal paper.

New restriction on Bisphenol S in thermal paper

In December 2020, the Chemical Risk Reduction Ordinance (ORRChem) in Switzerland was updated to include a new restriction on Bisphenol S above 0.02% in thermal paper. From 1 December 2020, the maximum concentration of Bisphenol S in thermal paper is restricted to less than 0.02% Bisphenol S by weight (200 ppm) in thermal paper.

Updating Declarations

IF YOU HAVE CREATED FULL MATERIALS DECLARATIONS (FMDs) ON BOMcheck THEN YOU WILL NOT NEED TO TAKE ANY ACTION. The RCDs which are generated from your FMDs have been updated automatically for these two new REACH Candidate List substances and two new substance restrictions. The Approval Date for these RCDs has been set to 5 February 2021. The Approval Date for your FMDs remains the same.
