Version 8.3

BOMcheck will be updated to Version 8.3 on 24 February 2025 to include six new SVHCs and other new substance categories detailed below. Upon the release of Version 8.3 BOMcheck will release a guidance video detailing what types of materials and parts may contain the new declarable substances and how to update your Regulatory Compliance Declarations (RCDs) to account for them.

New POPs & TSCA Lists

As of Version 8.3, BOMcheck will formally support two new lists:

  1. Persistent Organic Pollutants (POPs) Stockholm Convention
  2. Persistent, Bioaccumulative, and Toxic (PBT) Chemicals under TSCA Section 6(h)

Many of the substances which constitute these new lists will be extracted from the existing Other Restricted or Declarable Substances list. At the same time new substances will be added to give comprehensive coverage for these regulations.

This change will allow summary compliance conclusions to be easily drawn for POPs and TSCA regulations in the BOMcheck Retrieve Data tools and will allow for better regulatory alignment in integrated systems.

Breaking Changes

Please note that the coming amendments constitute “breaking changes” based on new XML identities and the transfer of existing substance categories between lists. This follows BOMcheck's longstanding Lists Migration and Extraction Plan (PDF). Full details and resources can be found on the official List Migration & Extraction Technical Guide page.

Substance Details

POPs Additions & Amendments

One new entry has been added to the list to ensure BOMcheck aligns with the IEC 62474 standard:

  • PFOA-related substances (0.0001% or 1 ppm of the article)

One update has been made to an existing substance due to an alignment with Japan Chemical Substance Control Law:

  • Amendment of threshold for Polybrominated Diphenyl Ethers (PBDEs) from 0.05% to No intentionally added content.

An EEE exemption is available in the EU for this substance. All declarations without an exemption which were previously set to compliance = Yes, will be set to compliance = missing.

TSCA 6(h) Addition

One new entry has been added to the new list which was previously accounted for in the EU RoHS list:

  • Decabromdiphenylether (DecaBDE) (No intentionally added content)

New REACH Candidate List Substances

ECHA updated the REACH Candidate List (which now contains 247 substances) on 07 November 2024 & 21 January 2025, to add a total of 6 new SVHCs.

New REACH Restriction List Substances

The European Union (EU) has issued legislation to regulate undecafluorohexanoic acid (PFHxA), its salts and PFHxA-related substances under entry 79 in Annex XVII to Regulation (EC) No 1907/2006. The restrictions will be implemented in phases, starting 10 April 2026.

The restriction only applies to certain applications which include textiles and food contact materials.

Two new entries will be added to the REACH Restrictions list in BOMcheck, pending IPC alignment:

  • sum of undecafluorohexanoic acid (PFHxA) and its salts
  • sum of PFHxA-related substances

New Other Declarable Substance List Substance

In France, Order of August 30, 2023 relating to the identification of dangerous substances in products generating waste requires consumer information relating to the presence of a dangerous substance when it is present in a concentration greater than 0.1% by weight in a substance, mixture or article.

The following substance has been added to the Other Restricted and Declarable Substances list in BOMcheck as it may be present >0.1% w/w in supplied articles.

  • Cholecalciferol, CAS: 69-97-0

Updated EU MDR (CMR 1A & 1B) substances

The CMR 1A & 1B substances list in the RCD tool has been updated to include additional substances from the 22nd ATP and one new SVHC. Due to the updated list, the entry for CMR 1A & 1B substances in the RCD tool will be set to missing for all applicable suppliers.

RoHS Exemption Amendments

Expiry (on 24/02/2025) of mercury exemptions for category 5 equipment:

  • Annex III - 1(f)-II, 2(b)(3), 3(a-c)

New exemption for hexavalent chromium for category 1 equipment:

  • Annex III - 9(a)-III (expires on 31/12/2026)

Existing declarations claiming these exemptions will be updated with a new compliance status and the exemptions will be updated in the tool so that any suppliers selecting these exemptions will be notified they have expired.

EU ESRS E2-5 & EU Taxonomy Regulation (DNSH)

BOMcheck Version 8.3 will ship with a new popup form in the RCD Tool titled "Extended Regulatory Data Capture". This form will prompt the user to enter concentration amounts (or total mass in some instances) for any BOMcheck tracked substance category the supplier has indicated is present within their part(s).

As this information may be challenging for the supplier to provide confidently, a "Concentration Not Known" option will be available for each substance category which will enter the minimal non-compliant concentration or mass for that substance category.

This data will be available to manufacturer customers to help with substance requirements found in the following regulations:

  1. EU ESRS Section E2-5: SoC & SVHC
  2. EU Taxonomy Regulation: Appendix C (Do No Significant Harm)

In BOMcheck Version 8.4, we aim to develop and release Retrieve Data tooling for effective retrieval of part compliance status aligned with the specifics of each of these regulations. For more information please consult the recent 2025 SteerCo#1 Minutes on the SCN.

Updating Declarations

Further communications and guidance will be sent to all BOMcheck users ahead of the v8.3 update detailing the launch date and explaining how users can update their Regulatory Compliance Declarations (RCDs) for these new substances.

After the release of v8.3 the BOMcheck team will publish a guidance webinar giving step-by-step instructions on how users can update RCDs in BOMcheck.
