The following 15-minute video explains what types of materials and parts may contain the four new REACH Candidate List substances and one new REACH substance restriction and how to update your Regulatory Compliance Declarations (RCDs) for these substances.

New REACH Candidate List Substances

BOMcheck has automatically updated your Regulatory Compliance Declarations for three of the four new substances as they are not normally found in concentrations > 0.1% w/w in supplied articles:

  • tris(2-methoxyethoxy)vinylsilane
  • S-(tricyclo(5.2.1.0'2,6)deca-3-en-8(or 9)-yl O-(isopropyl or isobutyl or 2-ethylhexyl) O-(isopropyl or isobutyl or 2-ethylhexyl) phosphorodithioate
  • (±)-1,7,7-trimethyl-3-[(4-methylphenyl)methylene]bicyclo[2.2.1]heptan-2-one covering any of the individual isomers and/or combinations thereof (4-MBC)

The following one REACH Candidate List substance can be found in concentrations > 0.1% w/w in supplied articles:

6,6'-di-tert-butyl-2,2'-methylenedi-p-cresolYes - substance can be used as an antioxidant and stabiliser in the manufacture of rubber and plastic products. The typical addition rate in these applications is between 0.1-1% w/w.

New REACH substance restriction on PFCAs

On 4 August 2021, the European Commission published Regulation 2021/1297 which added a new substance restriction entry 68 into Annex XVII of the REACH Regulation which bans substances, mixtures and articles containing the six perfluorocarboxylic acids with 9 to 14 carbon-fluorine bonds, known as C9-C14 PFCAs, their salts and related substances, in concentrations greater than 25 ppb (0.0000025%) from 25 February 2023.

Removal of PCP restriction from REACH article 67 substance restrictions

The entry of PCP in Annex XVII to REACH Regulation has been deleted, as more severe restrictions are laid down for this substance in the POPs Regulation (Regulation (EU) 2019/1021).

Updating Declarations

IF YOU HAVE CREATED FULL MATERIALS DECLARATIONS (FMDs) ON BOMcheck THEN YOU WILL NOT NEED TO TAKE ANY ACTION. The RCDs which are generated from your FMDs have been updated automatically for these new substances. The Approval Date for these RCDs has been set to 7 February 2022. The Approval Date for your FMD declarations remains the same.
